The establishment of this doctoral program is a response to the rigid departmental boundaries and difficulties in interdisciplinary development within Taiwan's higher education system. The college oversees this doctoral program, coordinating faculty, curriculum, and space allocation, with departments serving as supporting units.

The program offers considerable flexibility in course selection and research topics. This structure allows for the practical implementation of collaborative planning of the research direction between doctoral students and their advisors, encouraging proactive course selection and promoting interdisciplinary research collaboration. Upon admission, students can choose an advisor from any department within the college based on their research interests and future career plans. The doctoral program is responsible for offering "Required Courses" and "Common Elective Courses." Under the guidance of their advisors, doctoral students can select existing courses from various departments within the college, across colleges, or even from other universities as their "Required/Elective Professional Courses."
